BACKGROUND
Smarter, more flexible, more climate change resilient, and more secure against cyberattacks, these are vital for 21st century T&D systems to accelerate and realize the energy transition
The energy transition is not going to happen fast enough without the rapid evolution of T&D systems. Renewable energy development focuses almost exclusively on electricity production and use. But new renewable capacity and output cannot be readily brought online unless transmission capacity and efficiency increase rapidly. Also, for the T&D systems to be truly ready for the 21st century, they must consider climate resilience, cybersecurity, regional power trading, and financing. All these are on top of challenges in rehabilitating, expanding and modernizing T&D systems.
Multiple grid-enhancing technologies (GETs) are available, including but not limited to high voltage direct current (HVDC) systems, high-temperature and low-sag (HTLS) conductors, dynamic line ratings (DLR), on-grid energy storage (energy storage systems, including pumped hydropower), digital control systems for automation and cybersecurity, among others. Advanced GETS are critical for regional power trading. Such is the case for the power grid of the Association of Southeast Asian Nations (ASEAN), which must undergo systematic upgrade of existing transmission networks beginning with cross-border lines.
Policy and regulatory roadblocks hindering the adoption and deployment of smart grid options need to be identified and addressed. Doing so will mobilize the required financing to accelerate the necessary T&D evolution. Policy makers and regulatory agencies should facilitate project identification, development, and implementation.
The Asian Development Bank’s Energy Policy has institutionalized its efforts at helping its developing member countries develop their T&D systems, and in recent years make them more efficient and compatible with renewable energy. But, much needs to be done, and synergy among all stakeholders is necessary to coordinate efforts toward the low-carbon transition in Asia and the Pacific. As we strive for a prosperous, inclusive, resilient, and sustainable future, T&D systems have significant roles in improving energy efficiency and infusing more renewable energy.
